Sleeves up: Ministry of agrarian policy and food works on land market

According to the press-service of the Ministry of Agrarian Policy and Food of Ukraine, Mr Sen, Deputy Minister of Agrarian Policy and Food of Ukraine on May 11, 2012, said that one of the tasks of the Ministry for the current 2012 year was introduction of agricultural land market. He pointed that in the course of elaboration of draft law on land market thousands of suggestions and remarks were submitted for the consideration. Nevertheless, that draft was not the only necessary for the land market opening. Among other draft laws Mr Sen mentioned draft laws on soils and soil fertility and on food security.

Speaking of draft law on land market, Mr Sen mentioned that the basic ideas behind farm land market were the following: (1) arable land may be owned by Ukrainians only and no more than 100 ha per person; (2) to fight speculative dealings with farmland there will be high prohibitive duty on transactions for re-selling farmland (up to 100% of price paid) and (3) lease of farmland will be limited to 10% of the area of one administrative district (Rayon).

Mr Sen also expressed optimistic view on prospects of Ukrainian cadastre; it is planned that the national cadastre shall be operational by the end of this year. Mr Sen informed that the Ministry was working on removing overlaps between competences of State Land Agency and Center of State Land Cadastre and also on reduction of cost and duration of procedures related to formalization of rights to land.
