Monkey business at Ukraine's Parliament

According to the announcement of the official web-site of the Parliament of Ukraine, People's Deputies, members of the Parliamentary Committee on Agrarian Policy and Land Relations, were going to consider the draft law on land market on January 3, 4 and 5. Their aim was to compare previous reading and a new one of the draft as well as to study remarks and suggestions submitted by People's Deputies.

On January 3, 2012, the official web-site of the Parliament reported that members of the said Committee started perusal of the draft and of the comparative tables describing differences between old and new readings thereof.

Later the same day Peoples' Deputies - members of Batkivshchyna Party (the leader of which, Ms Tymoshenko, is now in jail) - told to the media that the meeting of the Parliamentary Committee on Agrarian Policy and Land Relations was held with grave violations of rules of the Parliamentary standing order. In particular, there were only 4 members of the Committee instead of 12 required for the quorum. The comparative table has already been supplemented with conclusions of this Committee which did not hold any meeting where the said conclusions could have been made. And, of course, not a single suggestion of the opposition was taken into account.

It looks like land reform in Ukraine, at least in the part concerned with the introduction of agricultural land market, is flawed from the scratch. If this unhappy draft law on land market is being so clumsily dragged through the Parliament, we shall not expect anything good from the implementation of this law in the future. Investors and land owners, beware.
