Purpose of agrarian reform is to establish transparent mechanism for market circulation of land

President of Ukraine Viktor Yanukovych stressed that the purpose of agrarian reform is to create a transparent mechanism for circulation of land on the basis of a single system of land cadastre. The Head of State said that today at the meeting on the occasion of Day of agricultural workers.
"We should do everything to ensure that land reform first and foremost protects the interests of farmers, prevents them from going landless, contributs to the realization of their rights, stops scheme of shadow privatization of agricultural lands," - he said.
He said that land reform will also work to increase the investment attractiveness of agricultural production, the development of mortgage lending, a viable market for agricultural products and system for support of agriculture of the European type.
"Today, finally we have to gather the political courage and responsibility and to bring it [reform] to completion. We have to solve a task of historic importance - to return land to real master, the effective owner by realizing the constitutional right of farmers to freely dispose of their right to land" - Viktor Yanukovych stressed.
Implementation of a civilized market of agricultural land, according to the head of state, will be an important impetus to the revival of the Ukrainian village, the development of agriculture and the economy as a whole.
Viktor Yanukovych noted that within the framework of land reform there have already been adopted the Law "On State Land Cadastre". He expressed the belief that a modern system of cadastre will be a safeguard of the rights of owners and tenants, implementation of land management, control over land use and protection, establishment of reasonable size of land tax and rent.
He also noted that currently under consideration of the Parliament there is another important draft law - "On Land Market", which is designed to support the development of farming, small and medium enterprises in rural areas.
"I am confident that lawmakers will ensure the most efficient and transparent elaboration of this law. And the Government will provide informational support, perform explanatory work, because people need to understand the essence of reform and how useful is it for them "- he said.Back to list >>
