Dear Prime Minister! Dear colleagues!
We offer a draft State Program for Economic and Social Development of Ukraine for 2012 and main directions of development for 2013-2014 years.
This document, under the law, the government has to submit to the Verkhovna Rada of Ukraine together with the draft State Budget for 2012 and the next two years.
As you know, work on the state program had started at the beginning of the year and the Government adopted the Concept of this program on the basis of which the budget process of 2012 year was launched in spring.
The program was developed for fundamentally new methodological and organizational approaches.
First time we have changed the approach to the preparation of such documents. We identified the potential for national economic development based on assessments of socio-economic conditions of each region...
...Growth rate of gross agricultural output in all categories - 5.1%, food, beverages and tobacco products - 7%.
According to state support of agricultural industry
Development of highly efficient large-scale livestock production will be ensured through the use of instruments of public-private partnership.
There will be continued work on the development of agricultural market infrastructure.
It will be started:
– construction of wholesale markets of agricultural products in Dnipropetrovsk, Zaporizhya, Chernigov, Odessa, Rivne, Kherson and other regions;
- construction of granaries, grain elevators and in 5 regions (Vinnytsa, Kherson, Kyiv, Odesa and Kirovograd regions);
- implementation of 9 projects of development of plant cultivation in Kharkiv, Ternopil, Kherson regions, Crimea and Sevastopol.
Formation of the State Agricultural Fund will ensure price stability in the food market and create additional guarantees for agricultural producers on marketing their products.
Due to the significant depreciation of agricultural machinery will continue to modernize agriculture through state financial assistance for the purchase of new agricultural machinery of domestic production.
Overall funding for next year will be increased by more than one and a half times that will help increase agricultural production and restore some lost ground in foreign markets food.
Particular attention will be paid to the development of agricultural science...
The state agricultural policy will be directed to the formation of multi-crop, livestock recovery and development of agricultural infrastructure and agricultural market in 2013-2014 years...
