Speaker insists on "transition period"

Volodymyr Lytvyn, Speaker of the Parliament of Ukraine, believes that foreigners may be allowed to Ukrainian farm land market but only when Ukrainian land prices are equal to those in Europe.
Speaker calls to introduce a transition period during which foreigners shall be banned from Ukrainian market of agricultural land.
Besides, Mr Lytvyn says that it is unwise to set up a date when land market is open - there shall be all necessary laws and structures in place, and then a decision may be taken.
Speaker thinks that things that will happen on land market upon lifting of moratorium will be irreversible, therefore it is necessary to weight everything very carefully.
MyLand: thus, according to Mr Lytvyn, Ukraine is facing much more complex issue than simply to pass two laws (on land market and land cadastre). In fact, Mr Lytvyn is talking about total approximations of Ukrainian and European conditions for conducting agricultural business, as well as for approximation of all other related aspects (like density of population, demand for farm land for non-agricultural use, environmental regulation etc etc etc shaping land price). No doubt that some conditions will never be approximated, and there always be a price difference. Does it mean that Ukrainian market will always be closed for foreign investors?
