REAL PROPERTY CADASTRE and REGISTRATION SERVICES IN ECE: IMPACT OF E-GOVERNMENT REFORMS
International Workshop of the United Nations Economic Commission for Europe Working Party on Land Administration

The United Nations Economic Commission for Europe, the State Property Committee of the Republic of Belarus and the National Cadastral Agency of the Republic of Belarus invite you to participate in the international workshop of the UNECE Working Party on Land Administration titled «Real property cadastre and registration services in the ECE region: the impact of „E-government“ reforms» which will take place on 8 and 9 June 2010 in Minsk, Belarus.
Recently, Belarus created a unified system of state registration for real property, rights on it and transactions with it, including technical registers and related legal frameworks. Experience in the region has shown that a well functioning registry is significant for government authorities and civil society to ensure the proper delivery of land administration services. Efficient land administration institutions are also a pre-requisite to guarantee effective taxation, ensure security of tenure and to promote awareness on real rights and access to information for citizens and legal persons.
In Belarus, the registration system was created taking into account applications of new information technologies. For this reason, the implementation and uses of «E-government» instruments in registration activities are timely and topical. The goal of the meeting is to consider the impact of recent trends in the uses of new technologies in registration systems as they become adapted to various national contexts. To strengthen land administration institutions and to ensure the development of sound real estate markets, it seems evident that the sharing of knowledge based on best practice experiences is a fundamental tool.
During the workshop, the following topics will be addressed:
- The experience of Belarus with reforms in its registration system
- Perspectives on the national integration of information resources
- The importance of the address register for land administration institutions
- The role of the geospatial data (map material) in the integration of information resources
Working languages of the workshop are Russian and English. More information can be found in the preliminary program.
