Quality of land is deteriorating catastrophically
Press-service of the Accounting Chamber of the Parliament of Ukraine (AC) reports on March 15, 2010, that on February 9, 2010 the Board of AC looked into the issue of preservation, reproduction and rational use of soil in Ukraine. It concluded that this problem became very urgent in recent years. Measures for protection of agricultural and forest soils are not implemented, as a result, the quality of soils is deteriorating at a disastrous scale. That also proves that State Committee of Ukraine on Land Resources, Ministry of Agrarian Policy and State Committee of Ukraine on Forestry made poor managers of state-owned land resources.
There source of funds for preservation, reproduction and rational use of land was lost, because the article in the Law of Ukraine on Payment for Land which provided for use of land tax and ground rent for the purposes of protection of land was repelled. Nowadays land tax and ground rent is used for any purpose, and protection of land is funded in the last turn. The aggregate spending for the protection of land makes less then 1 % of the land tax and ground rent.
This is less then nothing. Executive bodies which should have pointed out at drawbacks of the legislation failed to act. For example, the planned spending of the State Committee of Ukraine for implementation of land reform were funded in 2009 at the level of 3,5%; planned spending for rational use of land – at the level of 18.8%.
Because of missing state funding the State Committee of Ukraine on Land Resources does not monitor lands, does not fix changes in their quality and, as a consequence, cannot take precautionary measures and steps to neutralize negative processes.
Unsatisfactory administration of state-owned forest land resulted in missing data on actual area of such land in Ukraine. The State Committee of Ukraine on Forestry has for the last time announced data on forests as of January 1, 2002 and only in respect of lands in use of state forestry enterprises subordinate to the Committee, but those forests accounts only for approx. 68% of the total area of forests in Ukraine.
Legal framework for state management and administration of land and forests is marked with contradictions. Therefore the number of breaches of land law is growing, information on quantity and quality of land remains biased and unreliable.
Because of inaction of the Government and central executive bodies Ukrainian soil is being exhausted and losing its natural potential at a disastrous scale. Head of AC, Mr Symonenko, said that there was actually no one responsible for preservation and rational use of land and for prevention of state-owned land being illegaly bargained away. The Government plays a role of a bystander looking at the legal chaos and economical disorder.
