Privatization of agricultural land in Khmelnitsk Oblast
Official web-site of the State Committee of Ukraine on Land Resources informed on August 31, 2009:
In the process of privatization of agricultural land in Khmelnitsk Oblast 401935 citizens of Ukraine gained a right to a land share. Land share certificates (confirming the right) were delivered to 396250 perosns (98.6%).
As of August 20, 2009, 388455 land titles to replace certificates were issued and 350816 titles were delivered to citizens.
The rest of titles was not delivered because land owners have already died and there no heirs or heirs are not willing to get their property. As a result, more than 33 thousand ha of agricultural land is in unsure legal situation and it prevents effective use of this land in agricultural production.
The local department of the State Committee of Ukraine on Land Resources collected papers confirming absence of any possible claimants for 13103 land shares. In order to declare this property a “heirless estate” respective state bodies shall place claims at courts. When courts declare land “heirless” it will become state-owned again.
As of July 20, 2009, local courts completed procedures in respect of 36 cases. The Committee says that it goes so slowly because of low activity of local authorities and red-tapery in courts and offices of public prosecutors.
