Some results of land reform in Ukraine

Demarcation of boundaries of settlements
*Demarcation of boundaries is of very high importance for the land administration in Ukraine, because competences of local state administrations and local councils are defined and delimited by the boundaries of settlements.
According to the State Committee of Ukraine on Land Resources, there are 29835 settlements in the country, including 459 cities, 886 towns and 28490 villages. As of July 1, 2009, the boundaries have been established and marked in kind in 19233 settlements (64.5%), including 187 cities, 550 towns and 18497 villages. Unfortunately, in 2009 state budget of Ukraine does not provide for any funding of works for establishment of boundaries of settlements.
MyLand: some reference figures. As of January 1, 2001 there were 29965 settlements in Ukraine, including 454 cities, 890 towns and 28621 villages. Over the period of 01/01/2001-01/07/2009 some of the towns became cities and some of the villages became towns. At the same time Ukraine lost 131 villages.
As of January 1, 2002, boundaries were established in 170 cities, 485 towns and 20806 villages. Thus over the period of 01/01/2002-01/07/2009 boundaries were established in 17 cities, 65 towns and 2309 villages.
According to the State Committee of Ukraine on Land Resources, there are 7424.0 thousand ha in settlements and 10171.6 thousand ha outside settlements subject to the state land inventory (this 10171.6 thousand ha is of non-agricultural end-use).
As of July 1, 2009 the state land inventory has been completed at 4620.64 thousand ha in settlements (62.2%) and at 7908.6 thousand ha outside settlements (77.8%). During six months of 2009 the inventory was completed at the area of 275.5 thousand ha.
The state budget of Ukraine for 2009 provides for allocation of UAH 830.9 thousand for the purposes of land inventory (USD 100 thousand). A share of this sum (UAH 307.5) will be spent to cover indebtedness of the previous year, and the rest will be used for carrying out inventory at the area of 1.6 thousand ha.
MyLand: some reference figures. As of January 1, 1999 the inventory was completed at 38.25% of urban land. Till January 1, 2006 the level of urban land inventory reached the mark of 53.16%. Between 01/01/2006 and 01/07/2009 inventory was completed at 722.79 thousand ha and the level thereof reached the mark of 62.2%. Looking at the figures for the period between 01/01/1999 and 01/07/2009 one may expect that the inventory will be plodding ahead 10-15 years before it is fully completed (if this slowly pace is preserved).
Separation and delimitation of state and municipal land
According to the State Committee of Ukraine on Land Resources, there are 29357.8 thousand ha of state-owned land subject to separation and delimitation.
Authorities took 1868 decisions on separation and delimitation in respect of the area of 3306.6 thousand ha. On the basis of the said decisions there were contracted 413 land management projects for separation and delimitation in respect of the area of 1420.2. In fact, 57 projects drafted and approved (173.1 thousand ha).
During 6 months of 2009 there were taken 519 decisions on separation and delimitation in respect of 318.4 thousand ha. 9 land management projects were contracted in respect of 17.94 thousand ha. 21 projects in respect of 16.9 thousand ha were approved.
Unfortunately, in 2009 state budget of Ukraine does not provide for any funding of works for separation and delimitation of state and municipal land.
